On-reserve VLT operations function under agreements between each First Nation and the MLC as part of MLC’s province-wide VLT network.  In addition to operating conditions set by MLC, the MGCC establishes VLT siteholder registration terms and conditions that permit it to enforce specific public interest and responsible gambling measures, including age control and restrictions on credit, cheques and debit access. This is in addition to financial record-keeping and public reporting requirements to increase community accountability for First Nations VLT revenues.  Under legislative and regulatory amendments in 2005, First Nations VLT Siteholder Reports, including revenues, expenses and disbursements, are to be submitted to the MGCC every year within 120 days of their fiscal year end and required to be published for the information of First Nation community members.
