First Nations Gaming Revenue

In Manitoba, gaming revenue generated on-reserve remains on the reserve for the benefit of the community and its citizens.  As such, Manitoba is the only province in Canada where the government does not receive a portion of First Nation gaming revenue.

  • 100% of casino profits are retained by First Nations through a revenue sharing formula established by the Assembly of Manitoba Chiefs.
  • 90% of VLT revenues remain on-reserve with 10% of revenues retained by MLC to cover administrative costs. 
  • In the case of First Nation charitable gaming, e.g., bingo, breakopen and raffle events, licensed by a local gaming commission or the MGCC, 100% of net revenues are also retained by the charitable or religious license holders with license fees paid to the local gaming commission or MGCC. 

Accountability for operations and revenues is achieved through provincial oversight established via legislative imperatives and operating agreements with individual First Nations and casino operators.  Reporting of VLT revenues, expenses and disbursements is required annually to the host community and to the MGCC on behalf of the province.
