First Nations Gaming

The MGCC supports First Nations by assisting with finance and management practices for gaming activities that benefit First Nations communities. Record Keeping and Reporting Requirements

First Nations VLT Siteholders

According to VLT Siteholder Registration Terms and Conditions - First Nations siteholders are required to maintain records and publish an annual report. Each siteholder must submit their First Nations VLT Siteholder Report  to the Manitoba Gaming Control Commission (MGCC) within 120 days of the fiscal year end.

Every siteholder must publish an annual report of the VLT gaming for each fiscal year containing:

  • the following aggregate amounts:
  • the money wagered,
  • the prizes awarded,
  • the expenses incurred, including the administrative expenses paid to the Corporation, the net proceeds disposed of, and revenue retained by the siteholder.

Each siteholder must also keep the financial records used to support this annual report for three years.

 

First Nations Gaming Commissions

In Manitoba, all gambling licensing authorities (First Nations' Gaming Commissions and municipalities) are required to maintain records and publish an annual report of the charitable events they license. Each gaming commission must submit their First Nations Gaming Commission Financial Report to the Manitoba Gaming Control Commission (MGCC) within 90 days of the fiscal year end.


This report is similar to the current information provided under First Nations gaming agreements and includes:

  • the amount of money received in licence fees;
  • the number of licences issued by type; and
  • the following aggregate information for each type of licence where gross revenue exceeds $5000:

    • gross revenue,
    • the amount (value) of prizes awarded,
    • expenses associated with each licence,
    • the net proceeds disposed of,
    • the value of prizes to be awarded in the future (bingo and media bingo only)

Each gaming commission must also keep the financial records used to support this annual report for three years.
