The MGCC derives its powers and responsibilities from The Gaming Control Act and accompanying regulations and reports directly to the Minister charged with the administration of The Gaming Control Act. As well, the MGCC has specific responsibilities outlined in The Gaming Control Local Option (VLT) Act, which was enacted in July 1999.
The Gaming Control Act came into force on October 20, 1997. This Act outlines the MGCC's responsibilities and requirements. On April 15, 2005, amendments to the legislation and regulation came into force and were consolidated as the new Gaming Control Act and Regulation. New amendments to the Gaming Control Act and Regulation came into force April 1, 2010 (see below).
Following public hearings in 1998, the MGCC recommended that Manitoba communities be enabled to conduct plebiscites on VLTs. The Gaming Control Local Option (VLT) Act was passed in July 1999.
The other main piece of gaming related legislation in Manitoba is The Manitoba Lotteries Corporation Act.
